CITIZENS’ INITIAITVE REVIEW PROBLEMS SHOW IMPROVING DEMOCRACY TAKES WORK

We appreciate the attention that The Oregonian’s editorial board recently gave to Oregon’s new Citizens’ Initiative Review, an innovative program that empowers members of the public to deliberate and offer recommendations on state ballot initiatives (“A bad omen for review panels,” Aug. 2).

The Citizens’ Initiative Review is based upon the very simple principle that real deliberation, among a diverse group of citizens working on behalf of the public, is going to yield far better information about a ballot measure than poll-tested campaign ads and talking points.

This week marks the beginning of the second election where this review will be conducted, this year on measures to divert the corporate income tax kicker refund to education (85) and to authorize privately run casinos (82).
