From The Oregonian:
An independent, citizen panel has suggested that Oregon voters support a November ballot measure that would amend the Oregon Constitution and redirect the corporate income tax kicker refunds to K-12 public education.
The Oregon Citizens’ Initiative Review Commissionannounced Friday that a panel of 24 Oregonians had voted 19 to 5 in favor of supporting Measure 85 after spending a week evaluating its effects.
The Review Commission, which was established in 2011 by the state Legislature, brings together panels of “randomly-selected and demographically-balanced voters” from across the state to evaluate ballot measures. The panels hear directly from campaigns both for and against measures as well as policy experts.
