CITIZEN REVIEW PROCESS TAKES ON PRIVATE CASINO MEASURE

Jeff Coffman, 53, of Pendleton was intrigued when he received an invitation in the mail this July to take part in a new citizen review process for a measure on the 2012 Oregon ballot.

By the end of August, Coffman was spending five days with 23 other Oregon registered voters learning the ins and outs of ballot Measure 82 as part of the Citizen Initiative Review.

Measure 82 would change the Oregon constitution to allow non-tribal casinos. An additional measure, 83, would allow a private casino to be built in Wood Village, a town east of Portland, with 25 percent of its revenue going to the state.
